Convert a house into an HMO and start letting rooms before the fire safety work is finished, and the consequences land fast. Councils can issue a civil penalty running into the tens of thousands of pounds for a single breach, serve a prohibition notice that empties the property overnight, and back a rent repayment order that hands tenants up to a year of rent. Operate the HMO without the licence it needs and the fine sits in the same bracket. Fire safety is where most of this enforcement starts, because turning a family home into shared accommodation moves it under rules the law applies far more strictly.

The gap between a nicely refurbished house and a compliant HMO is almost entirely fire safety, and it is the part landlords underestimate most. Family-home standards do not carry across. What HMO conversion fire safety actually means

An HMO is a property let to three or more people who form more than one household and share a kitchen, bathroom or toilet. The moment your converted house meets that test, two legal regimes bite. In England and Wales the Regulatory Reform (Fire Safety) Order 2005 (the RRO 2005) governs the common parts, staircase, hallways and shared kitchen. Alongside it, the Housing Act 2004 and the Housing Health and Safety Rating System (HHSRS) let councils assess fire as a category one hazard and demand works. Scotland runs a separate system under the Fire (Scotland) Act 2005 and HMO licensing through the Housing (Scotland) Act 2006, so the detail below is England and Wales focused.

The practical benchmark councils reach for is the 2008 LACORS fire safety guidance. The LACORS body no longer exists, but the guide remains the reference environmental health officers use when they inspect. If your conversion does not broadly meet it, expect works notices. The upgrades below are the ones that guidance drives.

FD30 fire doors on every risk room

In a family home an internal door is just a door. In an HMO, doors onto the escape route become a fire safety component. You will usually need FD30 doors, rated to hold back fire for 30 minutes, on habitable rooms and the kitchen where they open onto the hall or stairs. The smoke-sealed version, FD30S, is standard because it also resists the cold smoke that kills long before flames arrive.

A compliant fire door is more than the leaf itself. It needs intumescent strips and cold smoke seals around the frame, the correct hinges and latch, and a self-closing device that shuts and latches the door every time, not a spring that leaves it ajar. Bedroom doors normally take a controlled self-closer rather than a fierce overhead arm that tenants prop open in frustration. Getting the ironmongery and the gaps right matters as much as the certified leaf, which is why so many conversions fail on doors. An interlinked alarm system of the right grade

A couple of standalone smoke alarms will not pass. HMOs need a designed system to BS 5839-6, and the grade steps up with the size and risk of the property. The two numbers that decide your spec are the grade (the type and reliability of the system) and the category (how much of the property it covers).

  • Smaller, lower-risk HMOs (broadly up to two storeys) usually need a Grade D, LD2 system: mains-powered, interlinked alarms with battery back-up, covering escape routes plus higher-risk rooms, with heat detection in the kitchen.
  • Larger or higher-risk HMOs (three storeys and up, or more occupants) generally need a Grade A, LD2 system: a full panel-based fire alarm with its own control unit, sounders and detection, installed and certificated to the standard.

Interlinking is the non-negotiable part. When a fault ignites in a ground-floor kitchen at 3am, the alarm in the top-floor bedroom has to sound too. A protected escape route

The single most important upgrade is a protected route from every bedroom to the final exit. In practice that means the hallway and staircase must give 30 minutes of fire resistance: walls and ceilings in sound plaster, any borrowed-light glazing upgraded or boarded, and the fire doors above feeding into it. The route has to stay clear, with a door tenants can open from the inside without a key.

Open-plan conversions are the usual casualty here. A trendy kitchen-diner that opens straight onto the only staircase can wreck the escape strategy, because a kitchen fire then fills the sole means of escape. That is a design decision to settle before you knock walls through, not after. Travel distances and inner-room traps, where the only way out of one room is through another, are exactly the sort of thing a design-stage assessment catches.

Emergency lighting where the route needs it

If the escape route has no borrowed daylight, or the property is larger with longer or complex routes, you will need emergency lighting: units that switch on automatically and hold a charge if the mains fails, keeping the stairs and exit visible in smoke or a power cut. A two-storey, small HMO with a naturally lit hallway may not need it. A three-storey conversion with an internal staircase almost always will. The assessment decides, rather than a blanket rule.

Compartmentation and fire-stopping

This is the upgrade nobody sees and everybody underprices. Compartmentation is the idea that fire should be held inside the room it starts in for long enough to escape. During a conversion you punch holes in that principle constantly: downlights through ceilings, soil pipes through floors, cabling and extractor ducts through walls. Every one of those penetrations has to be fire-stopped with the right collars, sleeves and intumescent sealant so the compartment still performs.

Ceilings between floors typically need to give 30 minutes of resistance, and separating walls likewise. If a previous owner boarded over a lath-and-plaster ceiling or a builder ran services through without sealing them, the compartmentation is compromised even though the house looks finished. It pays to open up and check before you plasterboard over the evidence.

Signage and firefighting equipment

The finishing layer is signage and equipment, and it is cheap relative to everything above. Fire action notices go by the exit and on each floor telling tenants what to do. Escape routes and final exits get running-man signage where it aids escape. A fire blanket belongs in the kitchen, and where the risk assessment calls for extinguishers they should be the right type, sited and maintained to BS 5306. Keep a simple log of alarm tests and door checks, because inspectors ask to see it.

Licensing triggers you cannot ignore

Fire upgrades and licensing move together, because the licence inspection is where the fire works get judged. Mandatory HMO licensing applies across England to any HMO with five or more occupiers forming two or more households, regardless of the number of storeys. Below that, more than 70 councils run additional licensing schemes that pull in three and four-occupant HMOs, so a small conversion can still need a licence depending on the borough.

The licence application forces the fire question into the open: councils attach conditions on alarms, doors and escape routes, and refuse or delay licences where the works fall short. Budgeting the conversion

Treat fire safety as a line item from day one, not a contingency. The heavy costs cluster in three places: the alarm system (a Grade A panel install costs far more than a handful of Grade D units), the fire doors and their ironmongery (certified doors add up quickly across a five or six-bed house), and the hidden compartmentation and fire-stopping work that only surfaces once walls are open.

A sensible order of operations saves money. Get a fire risk assessment done at the design stage, before you finalise the layout, so the escape strategy shapes where walls and the kitchen go rather than fighting decisions already made. Retrofitting a protected staircase into a finished refurbishment is where budgets blow up. Spend on the assessment first, and it pays for itself by stopping you build the wrong thing.
