Grade A vs Grade D Fire Alarm Systems: Which Does Your HMO Need?

Larger and bedsit HMOs usually need a Grade A, LD2 fire alarm; smaller shared houses a Grade D interlinked system. BS 5839-6 grades, explained plainly.

Fit the wrong fire alarm in your HMO and a council inspection can end badly: a failed licence application, an improvement or prohibition notice from the local housing authority, and in the worst cases a banning order or an unlimited fine. Fire officers and environmental health teams do not treat the alarm as a detail. They check the grade and the coverage against BS 5839-6, and if your setup falls short they can stop you letting the property until it is fixed. Getting the choice between a Grade A fire alarm HMO system and a Grade D fire alarm right is one of the cheapest ways to avoid all of that.

The confusion is understandable. BS 5839-6 uses two separate scales at once: a letter for the type of system (A, C, D, F) and an "LD" number for how much of the property it covers (LD1, LD2, LD3). You need to get both right. This guide explains what each one means in plain terms, then maps the common HMO types to the system they usually need, so you can walk into an inspection knowing you are covered.

What BS 5839-6 grades actually mean

BS 5839-6 is the British Standard for fire detection and alarm systems in domestic premises, and it sorts systems into grades by how they are built and powered. The current version, BS 5839-6:2019 with its 2020 amendment, tightened the wording and is the one councils and fire assessors work to.

  • Grade A: a full system of separate detectors, sounders and manual call points wired back to a central control panel that meets BS EN 54, with a standby power supply. It is installed to the commercial standard, BS 5839-1. This is the top grade and the one used where risk is highest.
  • Grade C: mains-powered detectors and sounders linked to common control equipment with a standby supply, but without the full BS EN 54 control panel of a Grade A system. It sits between A and D and is not commonly specified for HMOs.
  • Grade D: one or more mains-powered smoke and heat alarms, each with its own integral battery backup, interlinked so they all sound together. There is no separate control panel. Grade D1 uses a sealed, tamper-proof battery rated for ten years; Grade D2 uses a user-replaceable battery. For rented property, D1 is the sensible default.
  • Grade F: battery-only alarms with no mains supply. These are not an acceptable system for an HMO. If an inspector finds standalone battery units doing the job, expect a failure.

Coverage categories: LD1, LD2 and LD3

The grade tells you how the system is built. The LD category tells you how much of the property it protects. All three categories are about protecting life (the "L"), and the number sets the spread of detectors.

  • LD1: detection in every room and circulation space where a fire could start, except bathrooms and toilets. The most complete coverage.
  • LD2: detection in all escape routes (hallways and landings) plus the higher-risk rooms, which in practice means the kitchen and the main living room.
  • LD3: detection in the escape routes only, so hallways and landings on every floor.

You will almost always see a grade and a category quoted together, for example "Grade D1, LD2" or "Grade A, LD2". Both halves matter. A top-grade panel that only covers the hallway is still weaker than the standard many HMOs need.

Grade A or Grade D: which fire alarm does your HMO need?

This is where the two scales come together. The right answer depends on the size of the property, the number of storeys and how the household is arranged, and your local council or fire authority has the final say. What follows is the typical standard, drawn from the widely used LACORS guidance that most councils in England and Wales still apply.

Smaller shared houses

A two-storey house let to a single sharing household, say three to five tenants who share the kitchen and bathroom and do not have locks on their bedroom doors, sits at the lower-risk end of the HMO scale. For a property like this the usual standard is a Grade D, LD3 system: mains-powered alarms with battery backup, interlinked, covering the hallway and landing on each floor, with a heat alarm in the kitchen. Where the layout or risk is higher, for example a three-storey shared house, councils commonly step this up to Grade D, LD2 so the living room is covered as well.

Larger, higher-risk and bedsit HMOs

Once you move to bedsit-style HMOs (individual letting rooms with their own locks), larger converted buildings, or properties of three or more storeys, the standard rises to a Grade A fire alarm HMO system, typically Grade A, LD2 or better. That means a proper panel-based system with manual call points, heat detectors in kitchens, smoke detectors in circulation areas and higher-risk rooms, and a standby power supply.

In many bedsit HMOs the fire assessor will specify a mixed setup: a Grade A system covering the common parts, plus separate Grade D alarms inside each individual unit that are not linked to the communal panel. That way a burnt slice of toast in one room does not evacuate the whole building, while a real fire in the shared escape route wakes everyone. The bigger and more compartmented the building, the further the balance tips toward Grade A.

Mains-powered and interlinked is non-negotiable

Whatever grade your HMO lands on, two features are not optional. First, the alarms must be mains-powered with battery backup, not standalone battery units. Second, they must be interlinked, so that when one alarm detects smoke or heat, every alarm in the property sounds. A tenant asleep on the top floor needs to hear an alarm that started in the ground-floor kitchen, and only an interlinked system delivers that.

Interlinking can be hard-wired or radio (wireless), and both are acceptable under BS 5839-6 when installed and certified correctly. What is not acceptable is a scatter of disconnected alarms bought off a supermarket shelf. That is the single most common failure landlords make, and it is an easy one for an inspector to spot.

Common mistakes that fail an inspection

Beyond battery-only units, a few recurring errors trip landlords up. Fitting the right grade but the wrong coverage, so the panel is fine but there is no detector in the kitchen. Letting the system fall out of test, when BS 5839-6 expects regular checks and the alarms themselves have a finite lifespan of roughly ten years. And treating the alarm as if it stands alone, when it is only one layer of the fire strategy.

The alarm buys time, but it only works alongside the rest of your protection. HMO fire doors hold back smoke and flame so tenants can use the escape route the alarm has just told them to take, and the detail of which detector goes where overlaps heavily with the wider rules on smoke and CO alarms in HMOs. England, Scotland and Wales differ

This guidance is framed for England, where HMO alarm standards flow from the Housing Act 2004 and the LACORS benchmark. Scotland sets its own rule: since February 2022 every home, HMO or not, must have interlinked alarms under the tolerable and repairing standards. Wales applies its own HMO licensing standards that broadly track the LACORS approach. If your property is in Scotland or Wales, check the standard your council and fire and rescue service publish rather than assuming the English position holds.
